Repti-Glo compacts have been known to cause vision issues, especially when mounted to close to the animal and when no other bright lighting is used. These bulbs are flat out dangerous.
I have a couple questions. Do you have a tube light fixture? The repti-sun 10.0 needs a specific fixture, and if you have one....you can order a repti-sun 10.0 for cheap of the internet. However, if you don't have the fixture, then there really isn't anything for cheap that will use a screw in light socket (like your compact does). I strongly suggest you looking into mercury vapor bulbs, specifically the Mega-Ray from reptileuv.com. These are the best source of UVB you can get for your reptile, other than natural sunlight.
The Mega-Ray is aroung $46, but there is one thats slighty cheaper...buts its reputations isn't as good, and thats the Solar-Glo by Hagen. The 125 watt version runs around $25, and I think they just released a new version. This would be far superior to your current compact bulb.
If getting a new bulb is completely out of the question, then I strongly recommend you add another light right next to your compact bulb...so your reptile is less inclined to look into it. Additionally, never let your animal get within 12" of the bulb, and try to position it so it only shines down, and doesn't cause glare throughout the cage.
