Hi...No, it is not right. They are only telling you that to make a sale. Their job is to sell their products, not to know correct husbandry.
During the day you need bright white light...not red...and at night you need dark...not red. If it gets colder than 65 at night, a ceramic heat emitter is recommended. It gives off only heat, no light.
It is true that the coil lights have caused a lot of eye as well as health problems. Again, they want to make a sale. The safest and cheapest UVB is the ReptiSun 10 long fluorescent tube. However, it is way cheaper...like 1/2 the price...to buy online.
http://WWW.PetMountain.com seems to have the cheapest prices. The other safe ones include the Megaray MVB (Mercury Vapor Bulb) and the T-Rex Active Heat bulb. They have UVB and heat in one bulb. They are better if used correctly, but cost a bit more. Again, cheaper online.
When using the fluorescent tube it is best to put the heat/basking bulb right beside the tube so he gets benefit from both lights at the same time. You can use regular household bulbs instead of paying the high prices for specialty bulbs.
There have been a couple of petitions on here for people to sign, trying to get pet stores to be required to learn proper husbandry so their animals can be housed properly and so employees can give correct advice.
If you bought the red light, you need to take it back. You can leave the coil light off for a few days in order to get a new ReptiSun 10 sent to you. It will be better for your dragon to be with no UVB for a few days than to have a coil.
