I would suggest a vet visit as pet stores aren't necessarily very good at caring for baby dragons. There could be a number of things wrong with him.
Your temps seem a little low also. He is too young to brumate, so you need to keep babies nice and warm. You also need to get some food into him. I would suggest syringe feeding him, turkey baby food is best or just greens put in a blender. If the dragons are both kept together (which isn't good for long term anyway) I would suggest separating them as if it is an infection or parasite you may end up with two sick dragons.

I don't normally recommend compact fluro UVBs but what type are they as they need both UVA and UVB full spectrum. Reptisun 10 is normally the best bulb to go with but these are the tube type. If you could tell me whether it is full spectrum or not as I'm not too familiar with the compact fluros or the brands of them.

Baby dragons are very hard to look after and once you can't get food into them you need to try quite hard as they will go down hill quite quickly.

I would agree that you replace it with a reptisun 10 asap. I made the mistake and got the wrong one and my baby went nuts. Not eating, hiding, and frantic glass dancing. He was also suddenly freaking out everytime we got near his tank. We got the reptisun about a week ago and and he is acting much better. Also, make sure they are in separate enclosures too. The active one could be dominating the other one.

I think you possibly just have a very stressed beardie on your hands. It could be the change in environment and now he's not getting along with his friend and shedding also doesn't help. Just keep an eye on him. I know your worried but now he's got some food in his tummy you will see lots of improvements. Do keep us updated and if there is anything else you need to know just ask. There are lots of knowledgable people here and we will be able to find any answers.

Mirage came out of brumation on April 26. He was doing great. On May 2 he started acting funny. We just redid his tank, and he keeps going into one of his hides. He just lays there. He shows no intrest in food. HELP!
is tape safe for fixing something in my leopard geckos hide?
Day 3 of brumation. It's a struggle. I really miss my little guy. 😔
Mirage entered brumation yesterday, I'm gonna miss hanging out with my little guy.
