Temp in my beardies cage

I am a new Dragon owner. I got a male from an exotic animal rescue yesterday. He is about 1 1/2 years old. Maybe about 1 1/2 ft long. I have a 75 gallon tank for him. I am having trouble getting the temp high enough on the basking side. I have the reptisun 10.0 bulb for UVB and a 150 watt basking bulb on the warm side and 100 watt regular bulb on cool side and the temp on the basking side has only gotten to 84. Any suggestions? Also I'm not sure the person I got him from is used to rescuing bearded dragons so wasn't feeding him vegetable very often and I am having trouble getting him to eat any. He ate 1 small piece of squash but mostly he wants Dubai cockroaches or superworms. I haven't given him a bath yet as I wanted him to get used to the environment first. Any suggestions would be great. Thank you

Hi. What size is the enclosure? How are you taking the temps? Are they colored or bright white? Congrats on your new family member

It is a 75 gallon tank and the basking bulb is bright white I bought at pet store today 150 watt
And yes I have a digital thermometer

Also I see there is a big debate on whether or not playsand is a suitable substrate. I know never to use with a baby beardies but since he is adult that is what he is currently on but I am wondering if I should go with the reptile carpet and tile. I don't want anything to happen as far as impaction! What are some opinions on this?
