exactly what i was going to say.
when you stay instate, your tuition is lower and you get more grants from the government.
if you live off campus any remaining money from your loans and financial aid gets sent back to you within about a month. you could be looking at a $3,000 refund (depending on all the costs). that should you set you up for a while if you control your spending habits (<----something that gets a lot of college students in debt their first year is running off and spending all their money, then taking out credit cards and maxing them out). if you can get by with less, send the money back to the loans. that will save you a lot in the future.
do not take out a credit card unless you absolutely need it, like for college books, and then pay it off and don't use it again until needed. one of the biggest mistakes is getting a credit card, the companies know how college students are and they will feed off you. they will entice you with a free gift if you sign up. you will be tempted to use the cards for the movies, or for food.

if you can get roommates your rent will be a lot cheaper, especially if you are willing to bunk up in the same room. you can turn a 2 bedroom into an apartment for 4 people. if rent is $1,600 for a 2 bedroom, and you have 4 people living there (if allowed), that's $400 per person per month. that is cheap. and your refund check will (probably) cover the entire semester for rent.
just make sure your roommates are responsible and can cover their portion of the rent.
