There are lots of things i need right now for all of my animals. I can see if i can pick up a temp gun next paycheck but i have not had the chance to change the uvb bulb yet. in order to do that, i have to buy a different fixture because i havnt found any bulb that fits a t5 24 inch fixture under 18 watts. I should have done more research before buying the the bulbs but you live and learn. So the bulb might have to wait a couple weeks. His colors have been changing a lot so im wondering if it could actually be working. Thanks for the advice.

I wouldn't worry about trying to get your cage cooler at the moment because you don't know what the temps are.
Yes I realize you have a thermometer in there, but those things are so inaccurate (by as much as 20 degrees in some cases) that all it is doing is giving you a guess. Plus it has no way of telling you the basking SURFACE temperature, which is the most important temperature.
You will need to get either a temp gun, or a digital thermometer with a probe end. Can you do that today hopefully? Once you get either, you need to measure the temps of your basking SURFACE, your hot side, and your cool side. If you get the digital thermometer with probe, make sure you leave the probe end in the spot you want to measure for around 45 minutes to get an accurate reading.
Have you gotten him a new uvb bulb yet?
