i tried to look through old threads but all i really saw was mod podge. i used it for my last DIY rock setup but it started to flake (4 coats) id rather use a different one this time but will use mod podge again if need be. is there anything you guys suggest that dries roughly just as quickly and is safe?

Shields All Works really well. It is what I used on my DYI decor. Only thing is that the smallest size is a whole gallon. I only ended up using maybe a few cups out of mine when doing them.

I use Minwax sanding sealer in my viv, it's waterproof, I just had to let it cure and air out for a week.
