Rheostat?

Does anyone know if the rheostat doesn't allow your heater to get to the highest temp cause my heater doesn't feel like its hot enough? and i don't have thermometers to check cause i have no money to buy one(saving up for Pennsylvania College of Technology = 20,000 a year)

Rheostats do let you get up to the full heat output of a bulb. You really do need to get a digital themometer. It is VERY important and you can get the perfect one for only $12 at Wal-Mart!
