The coil UVB bulbs are no good for dragons and can actually damage his eye sight among other problems. With a tank that small, you'll need to stick with a flourescent tube
UVB bulb, of which the Reptisun 10.0 and Acadia 12.0 are the only two recommended here for use with dragons.
What type of mat are you using for his flooring? Heat mats can be dangerous for dragons, and with other types of mats you want to make sure it's not a material that will release any dangerous fumes or chemicals when heated by the basking lights.
The 27g probably won't last you too long as your dragon grows. As an adult he's going to need a minimum of 6-8 square feet of floor space and at least 18 inches of width, which works out to a 40g breeder style tank or a 75g tank (48" long x 18" wide).
