The setup looks okay but the lighting is terrible, not to be rude.
That light isnt infrared, its just a red collored basking bulb that confuses most reptiles, messes up their sleep cycle and can cause eye problems. The only infrared part about it is the heat. Your beardie can still see the light very clearly. You need a non colored regular basking light, this will promote basking, not going blind, and a good sleep cycle.
As for your coil or compact uvb, if it is coil throw it out as it causes beardies to go blind along with many other reptiles and doesnt produce enough uvb in the first place. If its a compact bulb you can leave it on until you get a better one. It doesnt cause blindness like the other however doesnt provide enough uvb and would have to be mounted inside with the dragon getting within 4-6 inches at all times to get enough uvb to thrive, or at least survive for a while.
What you want is a arcaida or reptisun T5 HO 10.0 tube light with a reflective t5 fixture that fits in. Personally i'd go with the 30" one however you can also go with a 22" one for a 40 gallon.
As for the wattage of the basking bulb usually 75-100 watts work perfectly fine for a regular recommended 36x18x18 enclosure, however the 36x12x18 im not too sure of. Probably a 75 would get the basking log/rock to 100-108 or so which is where it should be at.
Also hes most likely climbing the wall to get to the uvb as he cant get what he needs on his basking log.
