<<< T8 or T5HO tube ? (it appears to be a T8 tube , if this is the case , and since there is no reflector , the dragon needs to be able to get very close to the naked tube to get adequate levels of UVA & UVB , see viewtopic.php?f=34&t=235611 , within 3-4 inches of the t8 10%UVB tube to get adequate UVA & UVB (ie 180-200 microW UVB / sq.cm at the basking spot).
If the t8 10%UVB is NOT an Arcadia, or Zoo Med or a Exo Terra tube, then it's a Chinese made poor quality clone and should be replaced immediately with a high quality tube.
I'd upgrade to a t5ho 10 - 12% UVB tube , but if this not an option ATM , I suggest replacing the tube with a good quality same size and rating tube and installing a slip on reflector (will essentially double the UV seen at the same distance).
<<< how old is the tube ? if its older than 6 months , it's no longer effective.
The lethargy is a common issue due to inadequate exposure to high intensity UVA.
Can also be due to impaction (in this case caused by a combination on calcisand ingestion and concrete like blockages in his GIT , and maybe insects that are too large.
You mention a relatively cool tank , and I don't see any decent thermometers (analog dial style thermometers are so inaccurate that they are worthless, if a dragon is too cold all the time this wil also result in lethargy , as can very bad weather outside too.
