first, i would remove that heat pad. heat pads are no good for BDs, they can burn your dragon without him even knowing it.
what kind of fluorescent light are you using(that long one)? is it a regular flo or a
UVB bulb?
what kind of bulb is that heat bulb, its not a mercury vapor is it?
both of your bulbs are too far away to be effective(unless your using an MVB and regular flo, then your fine), especialy the fluorescent tube. either build up some rocks so he can get within 6-8 inches from the UVB or lower the fixture down. he needs to be able to get in a hotspot and at those distances he will not be satisfied. i would replace that heat bulb with a hotter one, but make sure you buy a reliable thermometer. that one you have now is not accurat enough for BDs.
remember, if you DO have a MVB(powersun, solar glo) then disreguard the above paragraph. if you dont know what an MVB is then just let me know and id be happy to explain.
i would also remove the sand. it looks like your dragon is young still and at that age, ANY partical substrate will pose an impaction risk. i would use rough tile or outdoor carpet, ive had the best experiences with that. you can even use paper towell for young beardies, jut make sure you buy the sturdy kind so they dont shred it. also, if your going to use paper towells make sure you weigh them down around the edges with wood, rock or rough tile.
are you using logs and rock from outside? i would be carefull about using outside wood/rocks, be sure to bake them at 300 or soak them in a bleach solution and allow them to air out for a week or two(if using bleach). things brought in from outside can potentially carry parasites, dangerous insects or chemicals.
besides that, the cage looks like it has plently of space
.
just be sure to turn out all the lights at night and dont let him get too close to his UVB or heat source.
remember, invest in a better thermometer to be sure your measuring the temps accurately; either a digital probe or a infared temp-gun.
hope that was more helpfull than confusing  .
