Is this tail rot?

Is this tail rot? I can’t tell. I don’t know if I am over worried or if this is serious. He has been acting normal. His tail is not stiff nor is it flakey. He doesn’t flinch or anything if it is touched or moved. Please help me distinguish if it is or not because I don’t want it to be too late.
