Inside or On top of Mesh

Just got this shipped in and wanted to see if you guys though it would be ok not being inside the tank, its T5 HO so better than the others I think. I have the sticky velcro I ordered as well but did not want to put it in the tank if I did not have to

It can sit on top please put a piece of basking decor directly under it w/ distance 8-10 inches
