How to cool down your enclosure

So, it's summer here in ye old Canada, and it gets disgustingly warm. My AC in my apartment kind of sucks, and you can't really feel it further than three feet from the unit (not to mention there's about a 50% chance it's going to blow the breaker, which is the same circut that my fridge, freezer, and computer are on).

Anyway, looking at the tank today, I realized that the cool side is at 90*. My boyfriend told me that the warm side had been at 120* (with poor little Regan hiding away in his hide) before he moved the basking light a little away from his basking spot (now he's happily chilling out on his secondary basking spot).

I'm wondering if there's anything I can do to keep the cooler side, well, cooler. We have fans going, but that's more for our (and my cat's) comfort, so it's not really facing his tank. Is there anything I can do?

Reset your timer to only come on for a few hours in morning and a few hours at night.
That way it will not heat the tank in the middle of the day when it is already hot outside.

A basking light is really only to pump up the heat so that food can digest, if the temp is already high then there is no reason to cook the tank.

He's still a baby, so I'd like it to be over 100* on the warm side at least, so I'm pretty uncertain about his tank being under 100*. It doesn't get there on its own, so I'm not sure about the turning off the light. And he's in a 29 gallon tank. Will the new information (which I should have included in the original post), do you still recommend turning off the light during most of the day? I guess I'm wondering if it's worse for the cool side to be too warm, or the warm side to be too cool?

Mirage came out of brumation on April 26. He was doing great. On May 2 he started acting funny. We just redid his tank, and he keeps going into one of his hides. He just lays there. He shows no intrest in food. HELP!
