My bearded dragons are 6-7 months old, and their size is still kinda small, well at least one.

and another question I caught both my dragons quickly puffing out their beard and drawing it back in, and they did this about 6 times one right after the other, What does this mean? it kinda looked like stretching it or spreading it out, assuming any of these are terms used to describe what they did
That does sound pretty small for that age. I got my beardie from Petco like 2 months ago ( so I assume he's between 3-4 months old) and he's about 9-10 inches. Your 12 inch beardie may be average to slightly small but the 7 inch, to me, sounds way too small for 7 months. Then again I'm no beardie expert and all beardies grow at different rates/lengths.
As for the beard puffing, they could be trying to loosen up skin if they're getting ready to shed, which would be a real good sign because that means they're getting bigger
Are they housed together? If they are, that's why they are so small: The larger beardie is dominating the smaller, and it is stressed out to the point where it isn't growing.
People will always point to the obvious. In this case, them being housed together. What about the not so obvious, like a parasite? 6 weeks and mine didn't gain any weight. A fecal, a parasite, then some medicine from the vet and she has doubled in weight in the last 3 weeks. You need to get it checked out. If you cant afford to, consider giving them to someone that can afford the proper care of the animal.

Actually I was mistaken the last time I measured the small one it was 7 inches, I measured it yesterday and she approx. 9-10 inches long, the other is about 12-13, maybe 14
