he's probably scared of you - in order to tame him though, you are going to need to handle him on a regular basis. take a t-shirt that you don't mind being pooped on and put it in his tank so he can get used to your scent. the little ones can be a bit skittish until they get used to you.
check your husbandry and make sure your lights/temps are dialed in so he's comfortable.
Make sure he's eating enough and pooping everyday.
Are you giving him baths - how is he getting
hydrated? i imagine if you can't pick him up now, it's a little tricky, but you need to mist him 3-4 times daily while he's a baby to keep him
hydrated, or get him in a bathtub. if you put him in a
bath, keep an eye on him, they can drown pretty easily without supervision.
Try snuggling with him later in the evening when he's ready to go to sleep. They are calmer later in the day and he may tolerate sitting on you and going to sleep, which will also help him get used to you.
Pet him while he's in the tank, for a few minutes a day. If he puffs up and hisses at you, stay calm. if he opens his mouth, gently put some greens in it so he associates you with food. I hear baby beardie dragon bites aren't so bad, so stay confident and don't be afraid of him.
