This is true. A mesh top will intercept some of the UVB. How much it intercepts depends on how fine the mesh is - bigger gaps between the mesh allow more UVB through. Generally it's around 20-30% loss but can vary. Glass and plastic will intercept UVB completely so those should be avoided.
If you use the top with 4 sockets, you don't necessarily need to use all 4 of them for UVB lights. You could also use daylight bulbs (6500k) to provide more bright ambient light in the tank. I usually recommend providing UVB exposure that is at least the length of your dragon to allow them to bask evenly.
