Yes, this. This was one of several symptoms we encountered in our dragon when using a compact
UVB bulb. When we changed to a ReptiSun tube, the eye issue cleared up, along with other symptoms (low appetite, sleepiness, etc). To add, there are also some tube UVBs out there that have been associated with eye symptoms as well (ReptiGlo 10.0), and currently even one of the MVBs: the Zoo Med PowerSun. *sigh*
