That sounds more awful for you than your dragon =X. I would reduce the output of the basking spot so it doesn't get too hot. If it costs you a bit of temperature gradient, so be it. There isn't a whole lot to do if the ambient temperature is that high but it shouldn't be harmful if it's not for an extended period of time. What I used to do before i had A/C was fill a big bowl with ice and put a fan in front of it so the air would blow over the ice and cool off. Setting something like that up near the tank may help reduce the ambient temperature a bit. Sitting directly in front of a setup like that is pretty nice too!
