Can someone help with my ElectronicTerrariumLamp Controller?

Alright, so I read the directions and this is as far as they got me.

That blue one is my ReptiSun. Is it supposed to look like that? It seems like it should be giving off a lot more light.
Also, I don't understand why the ballast fluctuates between the day and night so much? The pamphlet they supplied doesn't help out much, and I plan on calling Exo Terra tomorrow but I was hoping to get this resolved sooner.
It's 7pm, this might be a dumb question, but does it know the time of day and limit my UVB output because the sun is going down?...Nah that cant be it, but it would be nicer to believe that over it being broken.


Some more info: the directions got me as far as running the test cycle which went very well. But it's the switching over to the 10,12 or 14hrs after the test cycle that messes my bulbs up.

Is the UVB so dim because it's doing that dusk til dawn effect?
Because obviously the ReptiSun is going to be dimmer than the regular bulb so if it was doing that effect than, naturally, it'd be double the dimness.

The bulbs will dim during the dusk/dawn cycle. The 10/12/14hr cycles is the setting for the built in lamp timer. You tell it how long you want the lamps to be on, and it cycles the dusk/dawn effect at the end and beginning of the light cycle respectively. During the dusk/dawn effect, the bulbs will slowly dim on or off to replicate the rising and the falling of the sun. Eventually, both bulbs should be 100% on...and depending on the timer setting you have chosen, will remain so for either 10, 12, or 14hrs.
