Those are femoral pores and they look plugged- you can soak him in some betadine solution make it look like a weak tea for 10 minutes or so -do this till they soften up real soft so when you gently squeeze them the stuff will come right out - you can also try a soft tooth brush to try and get the waxy stuff out- or you can let him crawl around on some rough decor so when he rubs on them it will help them unplug
I agree with Karrie, they are femoral pores that are just a bit plugged but not inflamed. It doesn't appear that they are
infected though. Do they seem to be bothering him any?
You can get some antibiotic ointment or even some coconut oil on that area to help soften them up.
