Brumation questions!

My Beardie, for the past two years, has gone into a definite slow-down during the winter, but not a full brumation. I keep his temps around 103-70 during the winter, lights on 13 hours a day. What I'm wondering is, should I encourage him to brumate? Would that be healthier for him, or does it not matter? What should I do to encourage him, how long should I turn the lights off etc. And once he goes into brumation (if he goes into brumation) how do I care for him? How often do I wake him for a bit of water, should I still leave stuff for him to eat in there in case he wakes up, etc? How do you handle brumation?

Mirage came out of brumation on April 26. He was doing great. On May 2 he started acting funny. We just redid his tank, and he keeps going into one of his hides. He just lays there. He shows no intrest in food. HELP!
