Beardie not growing..? Over a year old

I have been noticing the size of my bearded dragon seems... very off... She's just about a year old, probably like 13 months or so. Got her in May of last year so that should be a good indicator. Anyway, she's had some problems starting off but she's been real healthy besides that. I have noticed, in the last couple of months, that she is quite small compared to my other bearded dragon, who is over a year old as well, probably more around the two year mark..(this one is not raised by me, rather by my brother. I am currently taking care of both bearded dragons) Here is the dragon in question:

Any ideas? She could just be a dwarf but I feel like she's just big enough to not fall into that category.

My guy is 16 months old and he is also pretty small--he weighs close to 400 grams. According to his vet, they can range in size quite a bit. As long as she seems healthy and is not losing weight, I wouldn't be concerned. It can be handy to have a scale to let you know if they are losing weight, however, since it can be difficult to tell by eye.

My two dragons are 3 years old, at first I thought one was a dwarf because he stayed VERY small and didn't grow for two years recently in just the past six months he has hit a growth spurt and is now bigger than the other. I think there's a large spectrum of sizes and some take their sweet time growing!
