Arm waving ?

What does Arm waving mean. alot of people say dragons do it when they see other dragon or to basically tell a dragon "please dont hurt me" but i think thats 100% wrong. my dragon seems to do it when i take him out for natural uvb and when he finds the perfect basking spot. he sometimes does it slow once. or he does it once at a normal speed. its not something he does continueously he only does it once then bask

Yes, its a sign of submission or a "please don't eat me" type thing. Its very normal for babies to do it at seemingly odd times.
