Silicone would work yes, For sotmhing like that though you would want fast drying. I normally do not suggest this but i would go with the fast drying gorrilla glue. Unless you can put the tank on its side and let it sit overnight. Or even liquid nails would be good, that becomes rock hard.

yea the t5 is fine. but you most likley will need a new fixture. t5 and t8 measures the size of the bulb.
