So, the title says it - that's what it looks like to me. I saw her do it for the first time a few days ago and kind of got concerned, so I touched her and she recoiled. She's done it several times since, but I haven't tried touching her again when she's doing it.
My 12 year old said she looked it up and that it's common for dragons to do it, but I trust you guys more than random internet info! ??
So what is she doing?
Yes they do it randomly at times or if they're trying to loosen a shed. Some do it when they're being soaked, especially if the water is a bit too deep.

I could see why they might do it to loosen shed or in water, but are there theories about why they do it randomly?
