16-Jul Worse day so far in Victoria , and Australia's worse number of LOCAL daily new cases of infection so far since the pandemic reached our shores. New cases o/night in Vic = 317 New cases o/night in NSW = 10 Combined new cases o/night in NSW & Vic = 327 Cumulated new cases in NSW & Vic since 10 June = 3538 Nationwide : Of 1,887 current “active” cases,111 or 6 % are receiving hospital care. This includes 28 patients in ICU (or 1 % of current cases). PM announces new Scheme = JOBTRAINER https://www.pm.gov.au/media/jobtrainer-skills-package-economic-recovery-and-growth This is not the first time a similar scheme has been temporarily rolled out in Australia , unfortunately each time these schemes have been put in place they have been rorted by unscrupulous employers who signed up trainees and apprentices but failed to provide the skills training required to satisfy the requirements of vocational certificates ( Cert III , Cert IV etc , or Trades ) and the "trainees" or "apprentices" have been essentially cheap labour and then dumped once the scheme completed . I hope more checks and balances are going to be put in place along with requirements for the trainees and apprentices to actually enroll in formal vocation training at TAFE ( Australian version of USA college system ). This is just really more subsidization for businesses and employers ( another prop-up for them ). I hope private training colleges ( who have a very bad reputation here in Australia for taking student's money and government subsidies and not delivering worthwhile vocational training courses ) are EXCLUDED from this . Would also be very good if JOBTRAINER extended to university level training such undergraduate bachelor level course work and postgraduate graduate diploma and masters degree and Ph.D level training for those who wish to upgrade their credentials. Nothing in it for people who have already lost their jobs , or who are on the DSP, who will benefit from "real" upskilling or real vocational training , and become more employable . Unfortunately this scheme is not targeting those who have lost their jobs or who are on disabled pensions who might be able to (re)enter the workforce in a suitable capacity if trained. A missed opportunity , could have included people on JOBSEEKER and Disability Support Pension and used the $7000 per annum to cover most if not all their university HECS and Student Fees and books , and made the JOBSEEKER or pension their living allowance while enrolled and actively studying
