If a reflective shield causes twice as much uvb due to it all being directed downwards......shouldnt a 5.0 be ok being inside the tank and be about the same as a 10.0 without reflection?

I m wanting to get a bearded dragon qith the 36 long exo terrarium amd I wanna put it under my tortoise enclosure.there isnt wnought room for a basking light to sit on top but plenty for the hood type lights which would have a uvb...is there something I could use instaed of the standard basking...
