He should be fine without lights for a few days but the hand warmers would be very good to make sure nothing goes wrong. After the power is back and the weather is nice I would take him out side carefully for a half hour so he can get some strong natural uvb from the sun. He'll probably eat less...

Also you can take the water bowl out if humidity gets too high!
Great ranges are around 20%-35% (the 3 lights used in my last replied help keep humidity down a lot but 2 can work also)
Just give her/him a bath every day or every other/few days to keep them hydrated and you can also mist them...
A few good tips:
Substrates: Use paper towels or ceramic/porcelain tiles as a great substrate! Both are cheap and the tiles look gorgeous.

I actually went out and bought a reptisun hood! The fancy one with the extra lights.right now I have a bit of a more needy setup that I'll show but in the future when I have a larger tank and more space it'll look better. It came with a 5.0 tube but I got the 10.0 and switched it out !
