Actually it's just plane old styrofoam. the same as coolers are made of. then sculpted into the shape you want and then covered in grout. after the grout cures, it's coated in 3 to 5 coats of sealer.
i use fake ones from a local craft store. just make sure the leaves are attached securely. you will pay a little more for the higher end plants but it's well worth it. Plus the more expensive ones look more realistic.
