Also he ate a rock a weeks ago but he pooped it. I feed him crickets, mealworms 1 day each week and sometimes not too much, green beans.

Do you have a thermometer? And is it one of those stick-on, cheap thermometers? If so, you also need either a digital probe thermometer or a temperature gun, the stick-on thermometers are usually inaccurate by about 20 degrees.
You don't need an expensive, reptile specialty basking bulb, you can actually use a 100 watt halogen indoor flood bulb like you can buy at Lowes or Home Depot, or any hardware store, or you can buy a ZooMed Intense Basking Bulb, they are bright white, but no blue, red, yellow, green, etc. basking lights at all.
Basking Spot Surface Temperature: between 105-110 degrees F
Hot Side Ambient Temperature: between 88-93 degrees F
Cool Side Ambient Temperature: between 75-80 degrees F
So if he's lethargic and not eating enough it's because he's way too cold. Only a heat mat and a UVB bulb will not get his tank nearly even close to the correct ranges, and like I said, he needs all of his heat from a bright white basking light that is above him that is right alongside his long UVB tube, that is what they need to go under to bask after they eat, it's as close to replicating natural sunlight as possible.
