Possibly sick beardie at fair

Hi Everyone, this bearded dragon is in a tank with no light at a fair. I'm trying to figure out if he looks normal or if he might have an illness that I should report? The black spots on his back and the white on his feet looks off to me..... Any ideas? Thanks!! https://imgur.com/qyXWE5g

1) he's too cold .... black spots are him trying to soak up as much heat from the environment as possible.
2) white on feet .... shedding or retained shed most likely or he's walked through his urates.

Not a good situation for that poor dragon, I'd call it cruelty.

Although they can turn dark when too cool, it looks like the black is either from digging in dark soil [ like a potted plant ] or possibly has black fungus developing. Yellow fungus and black fungus can both be black. Yellow fungus is also called CANV. Here's a pic of a dragon with a fungal infection :
