I finally held Draco Phoenix today! 
I just picked him right up out of the bath tub. We've had him for almost 3 weeks. He was ready to get out of the tub, and he wouldn't get on the rock that I usually use to pick him up, so I just swept him up. Once he got settled on my palm, he stayed there for a little while. It was hard to let him go, because I wanted to make up for all the cuddle time I missed, but I figured he was cold after getting out of the water, so I reluctantly put him back in his tank. 
I got a cute picture to show y'all before I did, though. Keep in mind that my boyfriend has been holding him every day or so, so he hasn't been completely neglected.
