I have all the material to get started on this enclosure but I have a question about lighting. I have the exact type of fixture that the original guy have install the outdoor spotlight and inside it look like is made from procelain can anyone verify? Also I live in an apt building is it necessary to ground the fixture and if so where should I ground it too?
To my understanding (I am not an electrician, but have wired up a few tanks) it would be better to ground the lights. It's always safer to ground anything. Get yourself a couple of three-pronged indoor extension cords and cut off the female end. Wire those to your lights with the ground. This way you will already have a pre-made plug on the one end so you won't have to worry about exposed wiring.
I wired up a tank by attaching a plug to some wire. When the city inspector came through my apartment building he didn't like that too much. I changed it by using the method I described above and it passed inspection.
The fixture you have is probably either ceramic or metal. Either would be ok. You would be able to tell if it was plastic.
