My pet bearded dragon (Viper(Her Name)) tail is black from halfway down and I'm quite worried from what I've read and it seems to be part of her not shedding skin. I'll supply some pictures but answer quickly it's been like this for a while. I also keep her warm when she's out of her cage but it seems to be striped aswell(tail)
Looks normal to me as well. The banding is normal patterning. As for retained shed, it can be hard to see on a picture but I don't notice any. Is the skin a different color or texture or something that makes you think it's not shed? Older dragons can also shed slower and take longer to slough the old layer.

I found my old girl Rex would shed a few scales here and there , much more piecemeal than when she was younger, and she went over 12mths between her last 2 major sheds .
