Yes, that's fine as long as he is 6 to 8" from the UVB when he lays on his basking log. It looks like you might have to put bricks or something underneath the half log to raise it a little.

That looks better but the UVB needs to penetrate down into the tank, can you adjust it that way? You don't have the plastic cover over the bulb, do you? If so, that should remain off. Did you mention the distance from the UVB to the basking rock? Also, it looks like you can slide the UVB hood a little closer to the basking holder and even put the cord to the basking light over the UVB hood.
