I have the arcadia 12% tube 36 inches in a 4x2x2 enclosure..It is mounted under the screen inside..I have newspaper under the flooring and i have noticed they turn yellow..I am concerned if that means the uvb is to strong.. My dragon is about 16 inches below the uvb when basking..Thanks

I assume you have the t5ho version of the 36" 12%UVB tube , and it's got a reflector above it (in a reflector hood).
16" is OK for the lower part of the UV gradient when the dragon is not basking. You need to move the basking spot so it's within 12" of the 12%UVB tube (and reflector hood) , or consider upgrading to a 14%UVB t5ho tube , see viewtopic.php?f=34&t=249112
It's the UV reacting with the starches in the paper. Change over to kitchen type absorbant paper towels (comes in rolls) this is UV resistant.

16" will work , the UVB flux will be about 150-160 microW UVB / sq.cm with a brand new tube.
I'd recommend moving the basking to about 12" from the tube & reflector hood .
