If you moved the lights above the shelf what would the distance be from the uvb to the shelf? The shelf is large enough he could potentially get both enough heat as well as uvb while on it. And I would at least try to have the lights be as close as possible though without being so close anything burns or melts. Remember you are trying to mimic the sun and provide both heat and uvb at the basking spot.
