If you need to remove your dragon for this 15 minutes you should do so to prevent him from messing with the probe. After 15 minutes, look at what the probe is reading. Some of those basking bulbs are very directional, and concentrate an intense beam of heat directly under the bulb, but not so much off to the side of it. See what the temperature is directly under the bulb, or where your dragon basks. The dome you are using plays a role too. Your dome is also concentrating the heat into a small area, unlike some of the other dome types that "fan" it out a bit more.
