I would drop water on his nose and see if he will lick -- you can watch his poops for dehydration - urate should be white formed and moist if its crusty looking or dried out hes dehydrated - poop should be dark and formed and moist
So update, I moved the uvb so it goes across the top as yours was pictured, right on top of his basking area. I also got a medicine dropper to help give him water.
You know what! He moved, when I got home from the store he was under his log. First time I've ever seen him there!
I moved his log and he was just chilling lounged out. I used the dropper and gave him some water. At first he was like "what is going on?!" And moved away, and then he kicked his nose, once he realized it was water, he licked and I kept dropping water until he stopped.
I'd say this is definitely progress in the right direction! Thankyou all for your help. I do plan to try to give him a lil more water before I turn his lights out, and several times during the day over the next few days to see how he progresses.
