I also will be placing it on top of the mesh on top of the tank.

The fixture is good, but you'll need to get a ZooMed or Arcadia bulb for it.

I also will be placing it on top of the mesh on top of the tank.

If the screen is a wide hole type it can go on top if its a fine mesh it needs to be unobstructed and as XP stated please get the two bulbs recommended - if you need more help please ask

Yes the fixture should take the 22" bulb -- change it out in approx 10-11 months --

Did you say what size the tank is? Your screen on a smaller tank like a 40-50 gallon if a wide hole can sit on the top -- 75-120 gallon it needs to go inside the tank -- basking bulbs Flukers basking -- Exo Terra Intense or Arcadia Halogen are good -- Flukers can be purchased thru Walmart ordered on line --

The screen on the tank is a fine mesh or a wide hole type- the UVB's placement and distance will be determined by that
