You could include a heat projector in the second fixture and use that to kick on if your surface temps don't get high enough with the basking light, or if extra heat is needed overnight (enclosure temps below 60). As far as your UVB question goes, I don't think it would be overkill to use your compact UVB in the second fixture, but probably isn't necessary. From the photo it looks like your new UVB tube is a T8 fixture that uses an 18'' T8 bulb, correct? That should provide a wider beam to bask under compared to the compact bulb, which is good.
