It possible to use one fixture but you'd need to use a mercury vapor bulb (UVB and heat) - but any of the compact fluorescent aren't a good choice. Rather than an under cabinet fixture if you can afford it get a good fixture. Some of the cheaper ones may not utilize the expensive UVB bulbs fully and have poor output.
