Donyou need a ballast or starter for t5 reptisun 10.0?

If you have the bulb, then the fixture can be just a T5 grow light fixture with a reflector. Most of these have a ballast built in and are ready to go.

If the fixture i get doesnt have a reflector, can i use the reflector on fish aquariums?

Yes as long as the shiny part is outward -- you want the reflector to intensify the UVB rays
