Here is some information regarding the ESU flourescent tube bulbs. They are safe UVB lights, but the problem is that they basically have no UVB output at all. Here is a UVB chart to show the UVB output of that particular light:
The better UVB light to get would be the Reptisun 10 flourescent tube bulb. You can get that one from http://www.petmountain.com for much cheaper than from the petstore. Here is a chart with these UVB tube bulb results.
Also, it is highly unlikely that he is getting too much UVA light. What type of basking light are you using?
If you are going to use a UVB tube light, that light will give off UVB & UVA. Then, you will need to use a basking light in conjunction with the UVB. All basking lights, & lights in general, emit UVA.

Ok, that basking light is fine. You can use that with a flourescent tube UVB light.
The ESU "claims" it has 7% but when tested, it doesn't give near that off. Do not concern yourself with the percentage that it claims, it really is not that important. Though how it is measured basically is if they "claim" 7% UVB, then that is approximated from the total overall light output. So, 7% of the total light output is supposed to be UVB emissions. In this case, it is not. That is why I go by the UVB meter tests, they are much more accurate.
The Reptisun 10 is a good light, & the UVB meter tests prove that too. So I always go by that. They are accurate in what they claim with the 10% UVB.
I hope this helps.

If you go to the Lighting/enclosure section of this discussion forum and read through the threads, you will get a great education. I know in the lighting area, I learned a lot from some of the information on the site I am going to drop. http://www.reptileuv.com/mega-ray-product-questions.php?nav=h
There are great studies and set-up discussions. It really puts it in perspective of the importance of the UVB and full spectrum lighting for the dragons.
