That's a filter, as the color on the hand/arm appears and disappears (and not only by a real smear not visible as the arm turns, but nor visible where it still should be). It is likely a filter that simply replaces certain colors and the skin color on the arm is pretty close to that.In that video when he turns the arm, there's a big smear of blue. Look at the left side, above the darker part of the tattoo: first, there is normal skin color. Then, after turning a bit, exactly that part gets a blue color.
So I'm very sure: No dragon was actually dyed. Still would not show off my dragon like that as their natural color is just beautiful, and I would not want to make people coming up with the idea to really dye a pet.
