As much as I want to say that this is fake I do see a splotch of the blue on the person's hand.... That is just cruel 😔
I see it, and I still think: filter. If not using them carefully, other parts of the image could get colored in.

(Looking at that image, the blue spot looks too uniform for real paint/dye. Also the shadows and body posture don't look right - that dragon isn't sitting on that hand at all. The lower left corner, where the "tattoo" is - the hand is blurred over the background but not like it would look on a photo just from movement. Then, around the spikes: really badly cut out, see left part of the beard.
So I'd say: Edited, and either done with AI and not further processed afterwards, or without AI and rather being a beginner. Why I think so: Did a lot of image editing also before it became common to do it simply with AI, and briefly thought about doing it as a career but then decided to rather do it as a hobby.)

If real: awful! (And if it's posted like "I dyed my dragon", even if fake - I think so -, it might motivate others to really dye their dragon.)

Ugh I didn't notice that.
This is crazy. It was a video on YouTube so the dragon was moving in it's hand. I really can't understand who would dye, paint a beardie.
Are people that bored, stupid and cruel?!

That's a filter, as the color on the hand/arm appears and disappears (and not only by a real smear not visible as the arm turns, but nor visible where it still should be). It is likely a filter that simply replaces certain colors and the skin color on the arm is pretty close to that.
Look at the left side, above the darker part of the tattoo: first, there is normal skin color. Then, after turning a bit, exactly that part gets a blue color.

So I'm very sure: No dragon was actually dyed. Still would not show off my dragon like that as their natural color is just beautiful, and I would not want to make people coming up with the idea to really dye a pet.
