got new basking rock, is it too close to lamps?

Now that the basking surface is closer to the bulb, the temperatures are higher. The thermometer started off reading 93, but it got all the way up to 96, close to 97, and he was spending more time at the cooler side of his enclosure. Also, when I put my hand on the basking rock, it is really hot. I'm just worried that we're going to burn him, and I really don't want to do that. It won't be pleasant for anyone involved. Just want to know if this is normal, and maybe he was moving to the cooler side because he wasn't used to the hotter temperatures? And he was on his new rock, he was basking there for a bit, but he was spending more time on the cool side. Just want to know what's going on and if I need to be worried.
