You can mount it on top of the screen top but many times it diminishes the UVB output so if you can keep it mounted underneath of the screen that would be good. As a good practice, it's better to have the UVB take up only 3/4th of the length of the tank so there will be an area in the tank with a less strong UVB exposure.
