Discolored ring on tail

Hey guys
There's a discolored ring on my bearded dragon's tail.

Let me post a picture

Is this tail rot or is there something wrong with his tail.?
Also, there's a small kink in his tail in the same spot and it's been there for about 8 mos.

I looked at other threads, and they said it could be shed.
